Most weatherization provider agencies have been doing this for years, just not anywhere near this new stimulus-induced level. Locally, my weatherization providing agency has no web site and is hard to contact, but here is an easy agency look-up site for where ever you live: http://www.weatherize.org then go to look up provider agency by state and county.
